Instructions
- Preheat the oven to 350°F and grease a baking dish.
- In a medium bowl, combine flour, sugar, baking powder, baking soda, salt, and cocoa.
- Add milk, melted butter, and vanilla to the dry ingredients and stir until blended.
- Spoon the batter into the prepared dish.
- In a small bowl, mix brown sugar and remaining cocoa, then sprinkle over the batter.
- Pour boiling water over the entire mixture without stirring.
- Bake for 35 to 38 minutes until a toothpick inserted comes out clean.
- Cool for at least 10 minutes before serving with garnishes if desired.
