Instructions
- In a large saucepan, bring water, milk, and salt to a boil.
- Add oats and raisins, stir well, and bring back to a boil.
- Reduce heat to low, cover, and simmer for 25 to 30 minutes, stirring every 5 minutes.
- Once oats are tender and liquid has mostly evaporated, stir in vanilla and cinnamon.
- Remove from heat, cover, and let sit for about 10 minutes to thicken.
- Serve hot, garnished with additional raisins and nutmeg if desired.
