Pull-Apart Garlic Bread Rolls

Instructions
- Mix warm water and yeast, let it sit until dissolved.
- Combine milk, melted butter, sugar, salt, garlic powder, and minced rosemary in a bowl.
- Pour the milk mixture into the yeast mixture and mix thoroughly.
- Add flour and continue mixing until a soft dough forms.
- Knead the dough on a floured surface for 6-8 minutes until smooth.
- Place the dough in a greased bowl and let it rise until doubled, about 1½ to 2 hours.
- Punch down the dough, divide it into 20-24 pieces, and roll into balls.
- Place the balls in a greased baking pan and let rise for another 20 minutes.
- Brush the rolls with egg wash and bake at 350°F for 15-20 minutes until golden brown.
- Mix melted butter with parsley and minced garlic.
- Brush the baked rolls with garlic butter and sprinkle with parmesan cheese.
- Return to the oven for 5 minutes to melt the cheese.
- Cool slightly before serving.
