Instructions
- Cook the pasta in salted water according to package directions.
- Heat olive oil in a large pan over medium-high heat and add ground beef, seasoning with salt and pepper.
- Cook the beef for 4-5 minutes, breaking it up with a spatula.
- Add mushrooms, bell pepper, and onion, cooking until the beef is cooked through and vegetables are tender.
- Stir in garlic and cook for an additional 30 seconds.
- In a separate saucepan, melt butter over medium heat, then whisk in flour and cook for 1 minute.
- Slowly whisk in milk and continue whisking until the sauce thickens, about 4-6 minutes.
- Remove the sauce from heat and whisk in cheese until melted and smooth.
- Drain the pasta and mix it with the cheese sauce, then add half of the beef mixture.
- Top with the remaining beef mixture, sprinkle with parsley, and serve.
