Healthy Mexican Casserole

Instructions
- 1. Dice the peppers and mince the onions. Heat oil in a large skillet and roast the onions and peppers with chili powder and cumin until browned.
- 2. Remove the veggies and repeat the roasting process with the corn, seasoning it similarly.
- 3. Preheat the oven to 400°F and grease a 9x13 inch baking pan. Cut the tortillas into strips and mix the refried beans with a little water to spread easily.
- 4. Spread some enchilada sauce on the bottom of the pan, then layer half of the tortilla strips, all the beans, half of the veggies, half of the sauce, and half of the cheese.
- 5. Repeat the layers with the remaining ingredients.
- 6. Cover with foil and bake for 15-20 minutes until bubbly and cheese is melted. Serve with toppings.
