Instructions
- Preheat the oven to 350°F and grease an 8x8-inch baking pan.
- In a medium bowl, whisk together the flour, brown sugar, baking soda, and salt.
- Make a well in the center and add the water, oil, vinegar, vanilla extract, and chocolate chips, stirring until just combined.
- Pour the batter into the prepared pan and spread evenly.
- Bake for 30-35 minutes, or until the top springs back lightly and a toothpick comes out clean.
- Optionally dust with powdered sugar before serving warm or at room temperature.
