Loaded Mashed Potato Cakes

Instructions
- Combine all ingredients except cooking spray in a large bowl.
- Shape the potato mixture into 16 cakes, each about 2 inches in diameter.
- Heat a large nonstick skillet over medium heat and coat with cooking spray.
- Add half of the potato cakes to the pan and cook for 2 minutes on each side until golden brown.
- Repeat the cooking process with the remaining potato cakes.
