Instructions
- Preheat the oven to 400°F and melt 1 Tbsp. butter in a skillet.
- Cook the ground beef with salt and pepper until browned, then transfer to a baking dish.
- In the same pan, cook the chopped zucchini or mushrooms with onion, salt, and pepper until tender.
- Transfer the cooked vegetables to the baking dish and mix with the meat.
- Melt the remaining butter and cook the carrot, celery, garlic, and onion until tender.
- Stir in flour, then gradually add milk, broth, and soy sauce, cooking until thickened.
- Mix in chopped parsley and season the sauce as needed.
- Pour the sauce over the meat and vegetable mixture, then top with frozen vegetables and cheese.
- Arrange tater tots on top and bake until bubbling and golden brown, about 45-50 minutes.
- Let cool for 10 minutes before serving, garnished with parsley.
