Cheddar Biscuits with Scallions

Instructions
- Preheat the oven to 425°F and line a baking sheet with parchment paper.
- In a large bowl, whisk together the flour, baking powder, baking soda, pepper, and salt.
- Cut in the butter until the mixture is crumbly.
- Stir in the scallions and cheddar cheese, then add the buttermilk until the dough comes together.
- Transfer the dough to a floured surface and knead it a few times.
- Pat the dough into an 8" x 6" rectangle, fold it like a business letter, then rotate and repeat the folding.
- Cut the dough into 8 equal pieces and place them on the baking sheet.
- Bake for 10 to 15 minutes until golden brown.
