Instructions
- Preheat the oven to 375°F and grease a 9x13-inch baking pan.
- Boil the water and toss the chocolate chips with 2 tablespoons of flour to prevent sinking.
- Combine oats and butter in a bowl, pour boiling water over, and let it sit for 25-30 minutes.
- In another bowl, whisk eggs, vanilla, sugars, salt, baking soda, baking powder, and cinnamon.
- Fold in the cooled oat mixture and then the remaining flour and chocolate chips.
- Pour the batter into the prepared pan and bake for 35-40 minutes until a toothpick comes out clean.
- Cool the cake on a wire rack.
- While cooling, prepare the frosting by beating butter and cream cheese until smooth, then add sugar and vanilla.
- Frost the cooled cake and serve.
